State Policy AD
CEAFA 21/09/1910 Although it is undeniable that the people affected Alzheimer's disease or other dementias currently enjoy the attention conditions much better than just twenty or twenty-five ( Law Unit ), the fact is that the size of both the disease and its effects or consequences demands put on the table a specific approach inclusive approach, which should come established as part of a State Policy AD as have done and other countries in our immediate surroundings.
In this sense, CEAFA, as an entity that brings together nearly 300 Associations of Families of People with Alzheimer's and other dementias and more than 200,000 families involved, are available to the Government in general and the Ministry of Health and Social Policy in particular to share their knowledge, experience and knowledge, as ha hecho ya en otros países europeos, en los que las sinergias entre la Administración y el tejido asociativo representativo ha provocado la emergencia de planes nacionales y políticas de Alzheimer en tanto que herramienta para hacer frente a un problema de importantes dimensiones.
Desde un punto Globally, policy should meet the following criteria be waived:
Focus on the person affected
The design and definition of the Policy has to be taken as central to the reflections in the person affected by Alzheimer's disease and their family caregivers. Is the person who suffers and, therefore, who should be given attention and, in the same way, absolutely inspiring all the steps to be taken to improve their quality of life. Therefore, it is a priority not only meet, but to analyze in depth what are the main needs of the person concerned, know what you need, the difficulties to be faced in meeting their shortcomings ... Only then can define a framework of support not only appropriate but mainly effective and efficient method for the situation that needs to be corrected.
All actors
To establish the best possible policy must have the knowledge, experience and know absolutely all the actors that are linked directly or indirectly with the care of People with Alzheimer's disease or other dementias. The approach to this problem "is not exclusive property of anyone," but should set a framework for relations and multidisciplinary synergies that will point to the needs of the affected person's know-how generated by the various disciplines of knowledge, both public and private. Failure to observe this approach may create the risk of defining sectorial control action plans do not have to converge on meeting the needs of those with the disease, but to respond to specific objectives derived from the specific interests of the proponents of such plans. Do not forget, therefore, that all efforts must focus on the person and not within the limits set by the various disciplines involved.
Integrative
Based on the above, the policy should answer all the needs presented by the affected person (including, of course, to the family), watching therefore all areas or areas that are of influence. Hence, the multidisciplinary nature to that referred to in the previous section. But also, and given the estimates of prevalence are available at this time, it is essential that the policy also provides for the rest of society as a point of care, rather than as a preventive measure, but as a way to sensitize the population to a problem that no one is free.
socio-health dimension
Therefore, future policy must be based Alzheimer's state on the socio-sanitary characteristic of this disease and related dementias. At present, there is a great opportunity to not lose sight of this approach, embodied in the Ministry of Health and Social Policy, undoubtedly a wise move to bet the current government to unify in the same department of social and health policies. In this vein, it seems that it is worth remembering that in the case of neurodegenerative diseases, in particular, Alzheimer's, the two-dimensional charge the same weight or importance, not prevail over the other so it is essential that the strategy contemplates both areas with equal intensity.
Who should participate in making policy
For a proper definition of the State Policy AD must involve the participation and involvement of key players associated directly and indirectly with their approach. In particular, the cast of characters could be grouped into three sections:
As guarantor of the rights of citizens in general, and those affected by Alzheimer's disease and other dementias in particular, the Government must take an active role as a catalyst for all the efforts that occur in the context of not only the definition but, above all, the subsequent launch and maintenance of the policy. Given the global nature of the problem to be addressed, government involvement is not limited to the relevant ministry with the disease, but even being this person who will lead the process, other departments must be involved to take whatever action that they are required to promote their active contribution to the policy. On the other hand, the same arrangement of cooperation that should prevail in the Government may be required of the Regional Governments, and not only by the decentralized nature of the state, but to ensure regional equity in the future application of the policy. In this regard, and through the formula to be adopted in coordination, approach or treatment of Alzheimer and other dementias should be considered, too (as in the national or central) as a transversal element of regional policies affecting all departments of each Autonomous Community.
People affected by the disease
The involvement of those affected by Alzheimer's disease and related dementias in the first conception and execution after the policy is an issue whose importance is beyond any consideration, and that is to ensure the endogenous approach, up and effective policy itself. Also, if you consider that it should focus specifically on the affected person's contribution is affected not only beyond doubt, but generates the most important added value: the actual knowledge of the situation on which impact and should be specific and real needs that the strategy must trying to overcome. Accordingly, these processes the English Confederation of Families of People with Alzheimer and other dementias is committed to taking an active role by providing the future State Policy AD resources, knowledge, experience and know-how acquired during more than twenty years of professional activity.
scientific societies
The definition of the Policy, the National Associations of specialties related to overall dementia and Alzheimer's in particular should also play an active role in nurturing the health dimension to this disease.
What elements should include
Policy
Future Alzheimer State Policy should be guided by the following graph, whose elements should be able to give the correct answer:
The graph represents perfectly the idea already expressed earlier that the person affected by Alzheimer's disease should be the focus, the axis around which they have to turn absolutely every effort not only of the policy, but above all of the different stakeholders, whose activities must be oriented in a coordinated manner and combined to satisfy the needs of various kinds to which it faces.
In conclusion
The English Confederation of Families of People with Alzheimer and other dementias, representing more than 200,000 families affected by this disease, urges the Government to take the measures necessary to draw up as soon as possible a state policy of Alzheimer's disease and Alzheimer's consider as a socio-health priority of the first magnitude in the national political sphere.
